MISA Support Letter and Entrepreneur License: How Pakistani Startups Apply

Startup team preparing a MISA entrepreneur license application file

Once you know your startup is eligible, the next question is how to actually get the licence. For Pakistani founders, the process comes down to two parts: securing the right endorsement and submitting a clean, complete application to MISA.

This guide walks through both, explains what the support letter is and shows how our License & Recommendation Support service prepares your file.

What is the MISA support letter?

The MISA Entrepreneur License is built for innovative startups that may not have long financial histories. To replace that history, MISA relies on an endorsement from a recognised supporting entity. That endorsement is the support letter, also called a recommendation letter.

It confirms that the startup has been reviewed by a credible ecosystem body and is considered an innovative, genuine business. It is the document that opens the application. Requirements can change, so check the current rules with MISA before you apply.

Why a recommendation matters

MISA receives applications from many countries. A recommendation from a recognised supporting entity helps it quickly judge whether a startup is real, innovative and worth licensing. For you, it means a lighter capital and track-record burden than a standard licence, in return for passing a serious review by an ecosystem body.

This is also why the recommendation is not automatic. A supporting entity puts its reputation behind every startup it endorses, so it reviews your product, team, traction and plans carefully.

The licence journey, step by step

Step 1: Assess your readiness. Check your eligibility and fix the main gaps first. Our eligibility guide explains the criteria.

Step 2: Prepare your file. Collect the documents MISA and the supporting entity will need (see the checklist below).

Step 3: Secure the recommendation. Eligible startups receive an IMBS Ventures recommendation that supports the application.

Step 4: Submit the MISA application. The application is made through MISA’s online investor channels, with your recommendation, business details and documents.

Step 5: Answer questions and track the result. MISA may ask for clarifications. Quick, accurate answers keep your application moving.

Step 6: Receive the decision and plan your next steps. MISA decides on approval. After a licence is issued, the next stage is company registration and setup, covered in our registration guide.

Document checklist for Pakistani startups

Exact requirements depend on your activity and MISA’s current rules, so treat this as a starting list.

    • Passport copies for founders and shareholders

    • Company incorporation documents from Pakistan, for example your SECP certificate and ownership records

    • A clear business plan or business summary

    • A pitch deck with product, market and traction

    • The proposed Saudi business activity and company details

    • Proof of the supporting entity’s recommendation

    • Any other documents the supporting entity or MISA requests

Documents issued in Pakistan generally need to be attested through the proper chain and translated into Arabic by a certified translator. Start this early because it often takes longer than founders expect.

What makes a strong application

    • A one-page story. What do you build, for whom and why is it better?

    • Evidence. Customers, pilots, usage or revenue beat promises.

    • Consistency. The same names, dates and numbers must appear everywhere.

    • A Saudi plan. Show who your first Saudi customers are and how you will reach them.

    • Honesty. Do not exaggerate. Reviewers check, and credibility is hard to rebuild.

Common reasons for delay

    • Applying before securing the recommendation

    • Documents that are not attested or translated correctly

    • Name or date mismatches across documents

    • The wrong business activity

    • Slow replies to questions from the authorities

    • A startup that is not yet innovative or mature enough

How our License & Recommendation Support works

We prepare your file, secure the IMBS Ventures recommendation for eligible startups and guide the MISA application, so you avoid the common mistakes above.

    1. File preparation. We check your documents, fix inconsistencies and prepare the business summary.

    1. Recommendation. If your startup meets the criteria, we issue an IMBS Ventures recommendation to support your application.

    1. Application guidance. We guide the submission and help you respond to questions.

    1. Next steps. We plan your company registration and Saudi setup in the right order.

We never promise approval or timelines. MISA makes the final decision.
